Biggest positive signal: convo shifted from "is this interesting?" to "how do we structure and operationalize this?"
Key takeaways:
Hannah (joe Chavez counterpart) sees real value for helping condos/multifamily owners move from BERDO compliance -> actual retrofit decisions/projects.
Procurement constraints are MUCH lighter than expected (<50k pretty manageable; MOA possible with no procurement if mostly partnership/staff support).
